Winners and Losers

The need for huge transfers of resources from the North for measures against climate change and its impacts in the South poses major challenges to international cooperation, but also presents new opportunities.

Who are the winners and losers in this global cooperation on climate change? What types of solutions are likely to work, and which should be avoided? What can we learn form previous successes and failures in North/South relations? Development assistance, CDM, REDD, trade and foreign investments – under what conditions do North/South transfers work for the benefit of the poor? Does climate change challenge us to broaden and deepen our understanding of development policy?
