The criteria for cosmetics are applicable to all cosmetic products, such as shampoos, toothpaste and decorative cosmetics.

New criteria for Good Environmental Choice (Bra Miljöval) Cosmetics entered into force on March 1, 2018 and include all products covered by the Cosmetics Regulation (EC) No 1223/2009.

With our ecolabel, we want to reduce the use of harmful chemical substances and minimise adverse effects on the environment and human health. Labelling your products with Good Environmental Choice is a convenient and trustworthy way of communicating the environmental aims of your company.

Some of the requirements

• Ingredients in the ecolabelled product must have a low toxicity to aquatic organisms and fulfil strict requirements on biodegradability.

• To minimise the risk for skin sensitisation, perfumes are not allowed in children´s products. For the same reason, perfumes and plant extracts must fulfil strict criteria to be permitted in products which are intended for adults.

• All compounds that are suspected to be carcinogenic or toxic to reproduction are forbidden.

• Endocrine disrupting chemicals listed on the SIN list 2.0 as well as those included in the SIN list on October 8, 2014 due to their endocrine disrupting properties are not allowed.

• Allergenic preservatives, such as isothiazolinones, are banned.

• All organofluorine compounds and cyclic siloxanes are banned.

• To reduce the climate impact, any company applying for Good Environmental Choice must have a policy to increase the proportion of renewable raw materials.

• The product packaging must fulfil strict requirements.

List of approved ingredients

As soon as a substantial number of ingredients have been approved in accordance with the new criteria (2018:1), Bra Miljöval will publish a list of them on this website.
Thereafter, the list will be updated regularly as new ingredients become approved.


The current fees are found in the License terms and conditions.


At the moment we are re-assessing products according to the new criteria. During a transition period licenses issued both on the criteria from 2006 and 2018 are valid.

How it works

Step 1
Download the criteria. Read and consider if the product meets the requirements.

Step 2
Download the application form and license terms and conditions. Fill out and submit the application. Make sure that all necessary documents are attached.

Step 3
An invoice with the application fee will be sent to you. All applicants are given the opportunity to complement and correct the application if needed.

Approval of a single ingredient

It is also possible to apply for approval of a single ingredient to be used in ecolabelled products. For example, you may apply in advance for several perfumes, which facilitates the assessment procedure when you decide to change the perfume in your product to another.

In order for an assessment to be made you need to fill out the forms found to the right. Use "Form for assessing a Perfume or aroma" for perfumes and aromas. Use "Form for assessing an ingredient" for all other ingredients.

The fee for assessment of an ingredient is 5 000 SEK.
